The Civil Asset Forfeiture Impound side mission will be unlocked when you complete "The Audition". The Impound is located West of Phils Depot as located on the map. Once you deliver the first car on the list you will be informed that they are also after a selection of boats as well. When you step into a vehicle that is on the current list a message will be displayed in the top left hand corner. You'll probably find the 32 vehicles while roaming around but we have been able to get a list of where certain cars are guarenteed to spawn.

Once you have collected all the vehicles on the list you will be rewarded with the knowledge that you won't have to pay for another Pay N Spray again (saving you $100 a time).
